T420 Battery Threshold Question

Hi. I've got some questions regarding the battery threshold setting of the Power Manager for the T420. The settings I use are to charge when it's bellow 50% and stop at 90%. However, when I'm above the charging threshold (75% for example), and I plug the AC connector, the percentage stays the same, it doesn't discharge. Is that how is supposed to behave?
