How can you have your web browser open to a specific page of a pdf?

I mean open as its home page or default tab

How about for Chrome and IE?

I can't be the only one who occasionally will read a long pdf or a long article and save where I left out.
Though it is more of a behavioral thing to try to find this out- if you start off where you left off you might be quicker to resume work
